Sometimes. Sometimes not. For example when it doesn’t have an installer for 64 bit Vista.
I’m a fan!
However, I don’t like the way that some products are restricted to certain markets.
I use two Windows Live IDs, one set to NZ (for Xbox), and one set to US (for Live betas).
